In recent months, the House of Representatives has been hard at work drafting various spending bills for the 2023 fiscal year. While these bills provide funding for a vast array of government programs and agencies, there was one thing that really stands out. Collectively, the bills that are making their way through the house  allocate a staggering $15.6 billion to cybersecurity spending . As you could probably guess, the lion's share of this spending ($11.2 billion) is being allocated to the Department of Defense. It is worth noting, however, that nearly $3 billion is going to the Cyber Security and Infrastructure Security Agency (CISA). Although it may be tempting to think of these cybersecurity budget allocations as just another example of excessive government spending, it's worth considering what a $15.6 billion cash infusion will mean for the IT security industry. The China-linked threat actor behind the recent in-the-wild exploitation of a critical security flaw in SAP NetWeaver has been attributed to a broader set of attacks targeting organizations in Brazil, India, and Southeast Asia since 2023. "The threat actor mainly targets the SQL injection vulnerabilities discovered on web applications to access the SQL servers of targeted organizations," Trend Micro security researcher Joseph C Chen said in an analysis published this week. "The actor also takes advantage of various known vulnerabilities to exploit public-facing servers." Telecommunications organizations in Southeast Asia have been targeted by a state-sponsored threat actor known as CL-STA-0969 to facilitate remote control over compromised networks. Palo Alto Networks Unit 42 said it observed multiple incidents in the region, including one aimed at critical telecommunications infrastructure between February and November 2024. The attacks are characterized by the use of several tools to enable remote access, as well as the deployment of Cordscan, which can collect location data from mobile devices. However, the cybersecurity company said it found no evidence of data exfiltration from the networks and systems it investigated. At least three alleged hacktivist groups working in support of Russian interests are likely doing so in collaboration with state-sponsored cyber threat actors, according to Mandiant. The Google-owned threat intelligence and incident response firm  said  with moderate confidence that "moderators of the purported hacktivist Telegram channels 'XakNet Team,' 'Infoccentr,' and 'CyberArmyofRussia_Reborn' are coordinating their operations with Russian Main Intelligence Directorate (GRU)-sponsored cyber threat actors." Mandiant's assessment is based on evidence that the leakage of data stolen from Ukrainian organizations occurred within 24 hours of  malicious wiper incidents  undertaken by the Russian nation-state group tracked as  APT28  (aka Fancy Bear, Sofacy, or Strontium).
