NSS Labs issued the report titled " The Known Unknowns " to explain the dynamics behind the market of zero-day exploits. Last week I discussed about the necessity to define a model for " cyber conflict " to qualify the principal issues related to the use of cyber tools and cyber weapons in an Information Warfare context, today I decided to give more info to the readers on cyber arsenals of governments. The U.S. Department of Justice (DoJ) on Monday unsealed indictments against seven Chinese nationals for their involvement in a hacking group that targeted U.S. and foreign critics, journalists, businesses, and political officials for about 14 years. The defendants include Ni Gaobin (倪高彬), Weng Ming (翁明), Cheng Feng (程锋), Peng Yaowen (彭耀文), Sun Xiaohui (孙小辉), Xiong Wang (熊旺), and Zhao Guangzong (赵光宗).  The suspected cyber spies have been charged with conspiracy to commit computer intrusions and conspiracy to commit wire fraud in connection with a state-sponsored threat group tracked as  APT31 , which is also known as Altaire,  Bronze Vinewood , Judgement Panda, and Violet Typhoon (formerly Zirconium). Cyber crime experts in India are warning about the security flaws of many government websites, claiming the recent cyber attacks by Pakistani hackers have spurred little action in terms of enhanced  cyber security . " Websites like that of Income Tax of India has loopholes and it can be hacked easily ," cyber crime expert Sunny Vaghela  told. " We have already informed them but they have not patched it yet. Same is the case with the Indian Air Force ." Others, however, have implemented more security on their website; the Central Bureau of Investigation's academy and cyber cell Mumbai immediately upgraded their cyber defenses following the recent web assaults, Vaghela said. CPLC Chief says ' Pakistan a safe heaven for cyber criminals ' The cyber crimes of multiple kinds in Pakistan have increased by five times over the past four years. Pakistan Daily Times News today reported that, Citizen Police Liaison Committee (CPLC) Chief through a letter on Saturday, apprised the Federal Law, Justice & Parliamentary Affairs Minister that in the absence of Prevention of Electronic Crime Ordinance (PECO) Law 2007, lapsed in 2010, Pakistan had become a safe heaven for cyber criminals and con artists whereas the law enforcement agencies were unable to take legal action against them. According to the Cyber Crime Unit (CCU), a branch of Pakistan's Federal Investigation Agency (FIA), 62 cases were reported to the unit in 2007, 287 cases in 2008 and the ratio dropped in 2009 but in 2010 more than 312 cases were registered in different categories of cyber crimes. 300 cyber cafes in Nepal come under police scanner !

Some 300 internet cafes in Nepal have come under the police scanner after the introduction of a new regulation by the government to check cyber crimes. Cyber users will now be required to show ID cards, register their names, address and telephone numbers in the cyber cafe as per the new regulation, chief of the Metropolitan Police Crime Division, SSP Rana Bahadur Chand said. There are around 1,200 cyber cafes in Kathmandu valley and we will gradually bring all under the new law, he informed. As the use of internet is growing day by day among the people in the urban areas, cyber crime has also increased manyfold, he pointed out. As per the instruction of the government, MPCD has initiated steps to bring the cyber cafes, which are being operated in Kathmandu valley, under its scanner, he said.
